People's (PE) is operated by Altenrhein Luftfahrt GmbH, an Austrian airline company headquartered at Vienna Airport, with its practical flying base at St. Gallen-Altenrhein in Switzerland. For travelers, it is best understood as a small regional and leisure carrier: the core scheduled service links St. Gallen-Altenrhein with Vienna, while the summer program adds holiday flights from Altenrhein to Mediterranean destinations. I did not find official evidence that People's belongs to oneworld, Star Alliance or SkyTeam, or that it runs a named public frequent-flyer program, so travelers should not assume alliance mileage earning unless it is shown by the booking channel or operating/ticketing carrier.
