When Raul Ortega started his taco truck in Boyle Heights in 2001, he probably had no idea just how hard the city would fall for him. Right off the Pomona Freeway, hidden in the back of a Rowland Heights shopping center stacked with restaurants, this Taiwanese favorite lives up to its name.
